EDGAR W. ENNIS, JR., is a Superior Court Judge in the Macon Judicial Circuit which serves Macon-Bibb, Crawford, and Peach Counties.  He was born in Macon, Georgia. He is a graduate of the United States Air Force Academy (B.S., Engineering Science) and the University of Georgia School of Law (Juris Doctor).  He was appointed to the bench of the Macon Judicial Circuit by Governor Sonny Perdue to fill the vacancy created by the retirement of Judge Bryant Culpepper.  Judge Ennis was sworn in as a Superior Court Judge by the Governor on January 8, 2008.  Prior to his appointment, he was a member (partner) of the firm of Constangy, Brooks & Smith, LLC, where he headed the litigation practice area in the Macon Office of the firm.  Prior to joining the Constangy firm, he was a member of Haynsworth, Baldwin, Johnson & Greaves, LLC.

From February 1988 to November 1993, Judge Ennis served as the United States Attorney for the Middle District of Georgia.  He was appointed to that post by President Reagan.  As U.S. Attorney, he was the senior federal law enforcement officer and the chief litigation counsel for all federal departments and agencies with respect to matters pending in his seventy-county district.  His office was responsible for prosecution of criminal cases and representation of the United States across a broad spectrum of civil litigation, including defense of Title VII claims, cases arising under the Federal Tort Claims Act, eminent domain, environmental superfund (CERCLA) matters, False Claims Act cases, public accommodation matters, and enforcement of the Voting Rights Act, asset forfeiture, and collection of federal debts.

From 1975 until the Senate confirmed his appointment as United States Attorney in February 1988, Judge Ennis served as an Assistant United States Attorney.  As a federal prosecutor, he prepared and tried cases involving racketeer-influenced corrupt organizations (RICO), importation and trafficking in illegal drugs, mail fraud, theft and fraud against the government, bank robbery and fraud against federally insured financial institutions, tax evasion, public corruption, and violation of the civil rights of individuals.

From 1967 to 1975, Judge Ennis was an officer in the United States Air Force.  In 1971, he was appointed to the Judge Advocate General’s Department and served as a judge advocate at bases in Georgia, Thailand, and California.  From 1975 until he retired with the rank of Colonel in 1996, he served in the Air Force Reserve as an officer in the Judge Advocate General’s Department.  His military decorations include the Legion of Merit, the Bronze Star, two Meritorious service Medals, two Air Force Commendation Medals, and the Vietnam Cross of Gallantry.

Judge Ennis has been admitted to practice before the Georgia Supreme Court, Georgia Court of Appeals, Georgia Superior Courts, United States District Courts for the Middle and Northern Districts of Georgia, the Northern District of Florida, United States Courts of Appeals for the Fifth and Eleventh Circuits, and the United States Court of Military Appeals.  He is a member of the State Bar of Georgia, American Bar Association, Federal Bar Association (past President of the Middle Georgia Chapter), Macon Bar Association, National Association of Former United States Attorneys, and the William Augusta Bootle American Inn of Court.  He has served as chairman of the Attorney Discipline Grievance Committee of the Middle District of Georgia, which conducts investigations of attorneys accused of professional misconduct.

Judge Ennis is a member, past-president, and past board-chairman of the Macon Exchange Club.   He has served on the Board of Directors of the Georgia State Fair, the main fund-raising arm of the Macon Exchange Club.  He has also served as chairman of the Macon Exchange Club’s foundation for the prevention of child abuse.  He is a member of the Executive Board of the Central Georgia Council, Boy Scots of America.
